First things first, do not buy a property from a property manager.
In the United States, a home can only be appraised once it is sold, and this is the case for all real estate transactions.
The appraisal is usually done by a real-estate agent, but sometimes the property can be transferred to an independent appraiser.
The real-life home appraiser is usually paid to perform a property appraisal, so they will have a wealth of information to work with, such the condition of the home, its history and any known issues.
